Surah 2 Verse 20

يَكَادُ الْبَرْقُ يَخْطَفُ أَبْصَارَهُمْ كُلَّمَا أَضَاءَ لَهُمْ مَشَوْا فِيهِ وَإِذَا أَظْلَمَ عَلَيْهِمْ قَامُوا وَلَوْ شَاءَ اللَّهُ لَذَهَبَ بِسَمْعِهِمْ وَأَبْصَارِهِمْ إِنَّ اللَّهَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ 

The lightning well-nigh snatches away their sight; whensoever it flashes on them, they walk therein, and when it becomes dark, they stand still. And had Allah willed He would assuredly have taken away their hearing and their sights[1]; Surely Allah is Potent[2] over everything.

[1] (as He did in times of old). 'And when they came down to him: Elisha prayed unto the Lord and said, Smite this people, I pray thee, with blindness. And he smote them with blindness according to the word of Elisha.' (2-Kings 6:18)

[2] قادر ... and قدير may signify the same Possessing power, or ability ... قدير has an intensive signification.' and 'signifies he who does what he will, according to what wisdom requires, not more nor less; and therefore this epithet is applied to none but God.' (Lane's Lexicon)
